Transportation accounts for approximately 40% of greenhouse gas (GHG) emissions in California. The panel will provide an overview of Ventura County Transportation Commission (VCTC) Plans, Programs, and Projects that achieve VCTC’s mission of Keeping Ventura County Moving while reducing GHG emissions in Ventura County through collaboration with local and regional partners. VCTC’s Directors of Planning & Sustainability, Programming, and Public Transit will each share efforts currently underway to reduce GHG emissions and other impacts of transportation.

Amanda Fagan, Director of Planning and Sustainability, Planning and Sustainability, Ventura County Transportation Commission (VCTC)
Amanda Fagan has served as the Director of Planning and Sustainability for the Ventura County Transportation Commission (VCTC) since 2019, where she oversees four program areas including Regional Transportation Planning, Airport Land Use Commission, Motorist Aid Services, and the Santa Paula Branch Line railroad. Prior to joining VCTC, Amanda served as the Community Planning Liaison Officer for Naval Base Ventura County and as a Project Manager for the Department of Defense Office of Economic Adjustment. Amanda holds a master’s degree in resources policy and behavior from the School of Natural Resources and Environment at the University of Michigan, and a bachelor’s degree in political science and sociology from Tulane University.

Claire Grasty, Director of Public Transit, Ventura County Transportation Commission (VCTC) 

Claire is the Director of Public Transit at VCTC where she oversees programs related to public transit operations and planning, including Intercity and Valley Express bus service, Regional Transit Technology and Rideshare, as well as VCTC’s partnerships with regional bus and passenger rail operators and Regional Transit Information Center. Claire has more than 14 years of public transit experience. Before joining VCTC, she spent eight years at Gold Coast Transit District. She received a bachelor's degree in community studies from UC Santa Cruz and a master’s degree in public policy from CSU Northridge.

Peter De Haan, Director of Programming, Ventura County Transportation Commission (VCTC)
Peter De Haan is the Director of Programming for VCTC. Prior to his current position, Peter worked for 14 years as a planner with the Los Angeles County Metropolitan Transportation Authority. While at MTA, he worked on a wide variety of assignments, including project planning work for heavy rail, light rail, commuter rail, and highway projects; development of a 30-year transportation finance plan, and coordination of the highway portion of the county Transportation Improvement Program. At VCTC, Peter’s responsibilities include overseeing all aspects of the Ventura County TIP; and administering the Federal transit grants for VCTC’s transit system as well as the County’s local transit operators; and tracking and analyzing transportation legislation affecting the County. He is a graduate of the UCLA Urban Planning Program.
